Timely Support for Situations That Cannot Wait

The Lachezar Tsotsorkov Foundation is establishing an Emergency Support and Rapid Response Fund to support organizations, initiatives, and communities in unforeseen situations that require action within a short timeframe and cannot wait for the standard grant-making process.

The Fund provides limited but timely and flexible support when it can prevent significant damage, protect the public interest, or enable action within a short and unforeseen window for public impact.

The Fund does not replace long-term funding for organizations or the Foundation’s standard grant programs. Its role is to provide initial resources for action in situations that cannot wait.

Who can apply?

● Non-governmental organizations;

● Community cultural centers (chitalishta);

● Cultural organizations and institutions;

● Schools, kindergartens, and other educational institutions;

● Local communities and civic initiatives through a partner organization.

The Fund does not provide grants directly to individuals.

What do we support?

Emergency Response and Protection

We support unforeseen situations where rapid action is necessary to prevent or mitigate significant harm. Examples include:

● Fires, floods, accidents, and natural disasters;

● Theft or destruction of critical equipment;

● Disruption of an essential public service;

● Cyberattacks or data loss;

● Administrative or institutional pressure;

● Urgent legal, expert, or communications support;

● Protection of cultural heritage or other resources of significant public value.

Critical Opportunities for Public Impact

We support unforeseen opportunities where timely action can lead to a significant public benefit. Examples include:

● Participation in legislative or regulatory processes;

● Public consultations with short deadlines;

● Strategic litigation;

● Advocacy campaigns triggered by an unforeseen event;

● Civic initiatives to protect the public interest;

● Urgent expert analyses or opinions.

What do we not support?

The Fund does not finance:

● Pre-planned project activities;

● Chronic financial difficulties and long-term operational deficits;

● Regular campaigns and annual events;

● Activities serving a limited private interest;

● Activities of political parties and election campaigns.
